第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙(shuang)代會(hui)第(di)一次會(hui)議(yi),共收到提案(an)(an)表126份,經提案(an)(an)委員會(hui)專(zhuan)題(ti)會(hui)議(yi)審(shen)議(yi)后,歸類整理出64件提案(an)(an)、31個(ge)意見和建議(yi)、5個(ge)不立案(an)(an)議(yi)題(ti)。
具體(ti)情況如下:(一(yi)(yi))對(dui)符(fu)(fu)合黨(dang)和國家政(zheng)策法規,學校(xiao)(xiao)有(you)(you)條件辦(ban)理(li)(li)(li),又確實需要(yao)辦(ban)理(li)(li)(li)的(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委員(yuan)(yuan)會將(jiang)(jiang)80個(ge)(ge)議(yi)題(ti)整理(li)(li)(li)合并為(wei)64個(ge)(ge)正(zheng)(zheng)式(shi)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an);(二)對(dui)一(yi)(yi)些不(bu)(bu)符(fu)(fu)合立(li)(li)案(an)(an)(an)(an)(an)(an)(an)要(yao)求(qiu)但有(you)(you)參考(kao)價值的(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委員(yuan)(yuan)會將(jiang)(jiang)41個(ge)(ge)議(yi)題(ti)匯總整理(li)(li)(li)為(wei)31個(ge)(ge)意見和建(jian)議(yi),匯總后轉送有(you)(you)關職能部(bu)門,逐條向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人回(hui)復;(三)對(dui)屬(shu)于個(ge)(ge)人問(wen)題(ti)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)、或(huo)(huo)提(ti)(ti)(ti)出的(de)(de)(de)(de)(de)問(wen)題(ti)正(zheng)(zheng)確,但已(yi)經解決(jue)的(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),以(yi)及一(yi)(yi)時沒(mei)有(you)(you)條件解決(jue)的(de)(de)(de)(de)(de),可向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人做出解釋(shi)的(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),則不(bu)(bu)予立(li)(li)案(an)(an)(an)(an)(an)(an)(an)。(四)5個(ge)(ge)不(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)議(yi)題(ti):第一(yi)(yi),關于為(wei)來(lai)深探(tan)望子女的(de)(de)(de)(de)(de)父母提(ti)(ti)(ti)供臨時住(zhu)所(suo)的(de)(de)(de)(de)(de)建(jian)議(yi)。不(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:學校(xiao)(xiao)西麗(li)湖校(xiao)(xiao)區設(she)有(you)(you)招(zhao)待所(suo),可以(yi)滿足需求(qiu);第二,關于建(jian)議(yi)學校(xiao)(xiao)為(wei)各二級(ji)學院單位配備急救箱的(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:急救工作(zuo)涉及面廣(guang),針對(dui)性強,需要(yao)有(you)(you)資質的(de)(de)(de)(de)(de)醫護人員(yuan)(yuan)正(zheng)(zheng)確規范操作(zuo),建(jian)議(yi)將(jiang)(jiang)突(tu)發情況及時報告醫務(wu)室(shi)或(huo)(huo)校(xiao)(xiao)外(wai)醫療機構(gou)處置;第三,關于清理(li)(li)(li)辦(ban)公室(shi)毀壞桌椅的(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:無(wu)明(ming)確地點;第四,關于修剪學校(xiao)(xiao)內路邊的(de)(de)(de)(de)(de)樹枝的(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:屬(shu)于明(ming)喆(zhe)物業綠化管理(li)(li)(li)日常工作(zuo);第五,關于校(xiao)(xiao)門增加校(xiao)(xiao)區標識,設(she)計考(kao)慮(lv)建(jian)筑風(feng)水的(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:不(bu)(bu)符(fu)(fu)合一(yi)(yi)事一(yi)(yi)議(yi)原(yuan)(yuan)則,其中一(yi)(yi)事提(ti)(ti)(ti)法亦不(bu)(bu)妥當(dang)。

二、提案受理情況
在落實提案辦理(li)(li)的過(guo)程中,學校工(gong)(gong)會多次召開提案工(gong)(gong)作(zuo)委(wei)員會會議(yi),及時與(yu)有關的職(zhi)能(neng)部(bu)門進行溝通,完成提案處理(li)(li)落實工(gong)(gong)作(zuo)。
64件(jian)提案涉(she)及到教(jiao)(jiao)學、科研(yan)、學生(sheng)(sheng)、人事、行(xing)政教(jiao)(jiao)輔、生(sheng)(sheng)活服務及其它(ta)等7個方(fang)面。其中“(一(yi))制作佩戴校(xiao)徽;(二)開設“書院論壇(tan)”;(三)推進解決(jue)教(jiao)(jiao)職工(gong)集資款;(四)進一(yi)步完(wan)善(shan)校(xiao)園無線網(wang)絡覆蓋(gai);(五)新(xin)增校(xiao)區(qu)電瓶(ping)車、方(fang)便(bian)師生(sheng)(sheng)員工(gong)出行(xing)”等5件(jian)提案確定為2013年度學校(xiao)為教(jiao)(jiao)職工(gong)辦理的實事。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)案委員(yuan)會是(shi)雙(shuang)代會提(ti)案落實的(de)(de)最基本(ben)的(de)(de)工(gong)作組織(zhi)。本(ben)著“提(ti)醒重(zhong)視,溝通交流(liu),推動進程”的(de)(de)工(gong)作原則,對(dui)與多部門相關的(de)(de)提(ti)案,注重(zhong)組織(zhi)協調;對(dui)常規提(ti)案,逐(zhu)一跟蹤(zong)檢(jian)查。一年來,在校(xiao)分管領(ling)導(dao)的(de)(de)指導(dao)、各部門支持、以及全(quan)體委員(yuan)和(he)校(xiao)工(gong)會共同努力下,較好地履行了職責,順利地完成了工(gong)作任務(wu)。
1.做好提案宣傳工(gong)作,使廣大教職工(gong)和雙(shuang)代會(hui)代表(biao)加(jia)深對提案價值的(de)認識:即提案是雙(shuang)代會(hui)廣泛聯系群眾、集中群眾智慧、吸引教職工(gong)參與學校民(min)主(zhu)(zhu)管(guan)理和民(min)主(zhu)(zhu)監督的(de)一(yi)個重要途徑。
2.保證提案(an)調研時(shi)間。嚴格執行雙代(dai)會相關規定,督促代(dai)表樹立群(qun)眾(zhong)意識,平時(shi)注(zhu)意群(qun)眾(zhong)反映,為提案(an)準(zhun)備(bei)信息資源,及(ji)時(shi)反映教職工的意見和(he)建(jian)議。
3.準確把(ba)握提案的立案。凡是按要求提交(jiao)的提案表,原則(ze)上(shang)都(dou)予以立案。對(dui)于(yu)沒有立案的提案,即使是個案或建議,本著實事求是的態度認真對(dui)待(dai)和(he)處理(li)。
4.不(bu)斷提(ti)高提(ti)案(an)辦(ban)理的質(zhi)量。一(yi)是規范提(ti)案(an)辦(ban)理的程序(xu);二是加大督(du)辦(ban)的力度,跟蹤落實,確保能解決(jue)的問題及時解決(jue)。一(yi)些因客觀原因一(yi)時做不(bu)到的,則做好解釋(shi)工作,真正做到案(an)案(an)有回音,件(jian)件(jian)有交待。
5.推動承(cheng)辦單位實施“一把手(shou)”工(gong)程(cheng),確保(bao)交(jiao)出(chu)滿意(yi)“答卷”。在提(ti)案(an)(an)辦理過程(cheng)中(zhong),絕(jue)大(da)多(duo)數(shu)承(cheng)辦單位一把手(shou)親自負責,親自過問,從嚴要求、從快辦理,表現出(chu)對學校事業高(gao)度(du)負責的(de)態(tai)度(du)。人事處承(cheng)辦提(ti)案(an)(an)14件、意(yi)見和建議5個(ge)(ge);后勤基建處承(cheng)辦提(ti)案(an)(an)11件、意(yi)見和建議12個(ge)(ge)。此類(lei)提(ti)案(an)(an)大(da)多(duo)是民生(sheng)話(hua)題,直(zhi)接(jie)關(guan)系到(dao)師生(sheng)員工(gong)的(de)切身利益。在接(jie)到(dao)提(ti)案(an)(an)后,兩(liang)個(ge)(ge)部門負責人分(fen)別帶(dai)領有(you)關(guan)人員,認(ren)真分(fen)析(xi)原因(yin),限(xian)時(shi)辦理,并加強與提(ti)案(an)(an)人溝通,爭取提(ti)案(an)(an)人的(de)理解和支持。
至2013年底,在(zai)各承(cheng)辦部門(men)的(de)大力(li)支持和配合下(xia),已全(quan)部答復提(ti)案人。承(cheng)諾為教職員工(gong)辦的(de)年度5件實事中(zhong)(zhong),書院論壇開始運(yun)作;電瓶車(che)新增了3輛;校徽在(zai)進一(yi)步的(de)改進;校園無線(xian)網絡在(zai)進一(yi)步的(de)完善(shan);教職工(gong)集資款這(zhe)一(yi)歷史(shi)遺留問題正(zheng)在(zai)處理中(zhong)(zhong),學校一(yi)如既往積極與上海思(si)(si)博(bo)(bo)職業(ye)技(ji)術學院聯系,責成(cheng)校內有關公司按公司法(fa)合法(fa)、合理、合情地(di)予以解決。3月20日,上海思(si)(si)博(bo)(bo)職業(ye)技(ji)術學院黨政主(zhu)要領導帶(dai)隊來校尋求解決途徑(jing)。我(wo)們將(jiang)繼續(xu)跟蹤推進,確保教職工(gong)的(de)合法(fa)權益。
綜上所述,上次會議64件提(ti)案中,不(bu)宜采用(yong)和難以(yi)落(luo)實的共10項,占15.6%;其(qi)余54件,已(yi)經落(luo)實和正(zheng)在落(luo)實的48件,占75.0%;還有正(zheng)在論證,經過努力可以(yi)完成(cheng)的6件,占9.4%。
提(ti)(ti)案(an)委員會(hui)向提(ti)(ti)案(an)人發(fa)出(chu)《提(ti)(ti)案(an)反饋意見(jian)評價表》,對職能(neng)部門承辦的(de)64個(ge)提(ti)(ti)案(an)給出(chu)“滿(man)意”、“不滿(man)意”、“無(wu)所謂”的(de)評價意見(jian)。統(tong)計結果(guo)為:2個(ge)提(ti)(ti)案(an)被(bei)評“無(wu)所謂”,5個(ge)提(ti)(ti)案(an)被(bei)評“不滿(man)意”,57個(ge)提(ti)(ti)案(an)都被(bei)評為“滿(man)意”,提(ti)(ti)案(an)反饋意見(jian)的(de)滿(man)意度為89.1%。
五、存在問題和今后的打算
提案工作與過去(qu)相比(bi)有進步,但仍然存在一些問題(ti)和(he)不足(zu)。
1.個(ge)別提案承(cheng)辦部門對所辦理的(de)提案重(zhong)視程度不(bu)(bu)夠,辦理過程拖拉,辦理質量不(bu)(bu)高。
2.雙代(dai)會代(dai)表提案工作水(shui)平有(you)待提高(gao),特(te)別是(shi)提案撰寫比較集(ji)中民生福利,而對(dui)學校發展大局關注度不夠。
針(zhen)對(dui)存在(zai)(zai)的(de)(de)(de)(de)問題,我們提(ti)(ti)出改進工(gong)作的(de)(de)(de)(de)措施:(1)加強與(yu)提(ti)(ti)案(an)承辦(ban)部門(men)溝(gou)通,提(ti)(ti)升他們對(dui)提(ti)(ti)案(an)落實工(gong)作重要性的(de)(de)(de)(de)認識;(2)在(zai)(zai)可能(neng)的(de)(de)(de)(de)條件下,對(dui)雙代(dai)會代(dai)表(biao)進行提(ti)(ti)案(an)方(fang)面的(de)(de)(de)(de)培訓學習(xi),提(ti)(ti)高提(ti)(ti)案(an)工(gong)作水(shui)平(ping)。
六、總結表彰
經工會委員(yuan)會評選,2013年度4個“優秀提案”和2個“提案承辦先進(jin)單(dan)位”分別是(shi):
第一,鄭(zheng)永(yong)森、張臻、蘇文(wen)代表(biao)提出的(de)“開設‘書院(yuan)講壇’,推進書院(yuan)制(zhi)改革(ge)和(he)文(wen)化育人工作”;第二,麻小(xiao)紅、魯(lu)林華、施(shi)蓓、朱方來(lai)、鮑薇(wei)薇(wei)、邱浩、肖景文(wen)、王群(qun)、張雷代表(biao)提出的(de)“公布學校教(jiao)師(shi)集資款運營狀態”;第三,郭剛、吳鋒、余菲(fei)、李放(fang)、尹向(xiang)東、陳燕代表(biao)提出的(de)“將無線網絡覆蓋整個校區”;第四,袁述義(yi)、楊燕云、文(wen)小(xiao)龍代表(biao)提出的(de)“制(zhi)作佩戴校徽”。
2013年度(du)2個“提案承辦(ban)先(xian)進單(dan)位(wei)”分別是人事處(chu)、后(hou)勤(qin)基建處(chu)。
第二部分:本次雙代會提案和建議情況報告
按照學校《教(jiao)(jiao)職(zhi)工代表(biao)(biao)大會(hui)工作細則》和工會(hui)的(de)有關規(gui)定,校工會(hui)于今年(nian)3月初向學校提(ti)交了“關于召(zhao)開(kai)第(di)(di)五屆教(jiao)(jiao)代會(hui)暨第(di)(di)六屆工代會(hui)第(di)(di)二次(ci)會(hui)議的(de)請示(shi)”,并于3月14日得到校黨委批復(fu),啟動大會(hui)的(de)籌備程(cheng)序,給各分工會(hui)發出了向代表(biao)(biao)征集提(ti)案的(de)通(tong)知(zhi)。代表(biao)(biao)們圍繞(rao)學校發展、人事制度改革以及教(jiao)(jiao)職(zhi)工所(suo)關心的(de)問(wen)題,認真(zhen)思考,深入調研,廣(guang)泛聽取意見,負責任地(di)提(ti)交每一個提(ti)案。
截至(zhi)3月25日(ri),本次雙代會(hui)(hui)共收到(dao)99份(fen)提案(an)表(見(jian)附件2)。分為教學、科研、學生、人事(shi)、行(xing)政(zheng)教輔、生活(huo)服務及其它等方面。會(hui)(hui)后,提案(an)工作委(wei)員會(hui)(hui)將本著務實革新精(jing)神,對代表們提出的提案(an)進行(xing)歸類整(zheng)理,認真討論研究是(shi)否(fou)立案(an),同時(shi)送校(xiao)領導批示,提交相關職能部門(men)落實辦理。
