第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會(hui)第(di)一次會(hui)議,共收到提案(an)表126份(fen),經(jing)提案(an)委員會(hui)專題會(hui)議審議后,歸類整理出64件提案(an)、31個(ge)意見和(he)建議、5個(ge)不(bu)立案(an)議題。

  具體情(qing)況如(ru)下:(一(yi)(yi))對符合黨和國家(jia)政(zheng)策法規(gui),學(xue)(xue)校(xiao)(xiao)有(you)(you)條(tiao)件(jian)辦理(li),又確實需(xu)(xu)要(yao)辦理(li)的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)委(wei)員(yuan)會(hui)將80個(ge)(ge)議題(ti)(ti)整理(li)合并為64個(ge)(ge)正(zheng)式提(ti)(ti)(ti)(ti)案(an)(an)(an);(二(er)(er))對一(yi)(yi)些(xie)不(bu)(bu)(bu)(bu)(bu)符合立(li)案(an)(an)(an)要(yao)求(qiu)(qiu)但(dan)有(you)(you)參考價值(zhi)的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)委(wei)員(yuan)會(hui)將41個(ge)(ge)議題(ti)(ti)匯總(zong)整理(li)為31個(ge)(ge)意(yi)見和建議,匯總(zong)后轉送有(you)(you)關(guan)職能部(bu)門,逐條(tiao)向提(ti)(ti)(ti)(ti)案(an)(an)(an)人(ren)回復(fu);(三)對屬于個(ge)(ge)人(ren)問題(ti)(ti)提(ti)(ti)(ti)(ti)案(an)(an)(an)、或提(ti)(ti)(ti)(ti)出(chu)的(de)問題(ti)(ti)正(zheng)確,但(dan)已經解(jie)決的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),以及(ji)一(yi)(yi)時(shi)(shi)沒有(you)(you)條(tiao)件(jian)解(jie)決的(de),可(ke)向提(ti)(ti)(ti)(ti)案(an)(an)(an)人(ren)做出(chu)解(jie)釋(shi)的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),則不(bu)(bu)(bu)(bu)(bu)予立(li)案(an)(an)(an)。(四(si))5個(ge)(ge)不(bu)(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)議題(ti)(ti):第(di)一(yi)(yi),關(guan)于為來深探望子女(nv)的(de)父母提(ti)(ti)(ti)(ti)供臨時(shi)(shi)住所的(de)建議。不(bu)(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)原因:學(xue)(xue)校(xiao)(xiao)西(xi)麗湖(hu)校(xiao)(xiao)區設(she)有(you)(you)招待所,可(ke)以滿足需(xu)(xu)求(qiu)(qiu);第(di)二(er)(er),關(guan)于建議學(xue)(xue)校(xiao)(xiao)為各二(er)(er)級(ji)學(xue)(xue)院單(dan)位配(pei)備急(ji)救(jiu)箱的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)原因:急(ji)救(jiu)工(gong)作涉及(ji)面廣,針對性(xing)強,需(xu)(xu)要(yao)有(you)(you)資質的(de)醫護人(ren)員(yuan)正(zheng)確規(gui)范操(cao)作,建議將突發(fa)情(qing)況及(ji)時(shi)(shi)報告醫務室(shi)或校(xiao)(xiao)外醫療機構(gou)處置(zhi);第(di)三,關(guan)于清理(li)辦公(gong)室(shi)毀壞桌椅的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)原因:無明確地(di)點(dian);第(di)四(si),關(guan)于修剪學(xue)(xue)校(xiao)(xiao)內路邊的(de)樹枝的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)原因:屬于明喆物(wu)業綠化管理(li)日常工(gong)作;第(di)五(wu),關(guan)于校(xiao)(xiao)門增(zeng)加校(xiao)(xiao)區標識,設(she)計考慮建筑風水的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)(bu)(bu)立(li)案(an)(an)(an)原因:不(bu)(bu)(bu)(bu)(bu)符合一(yi)(yi)事一(yi)(yi)議原則,其中一(yi)(yi)事提(ti)(ti)(ti)(ti)法亦(yi)不(bu)(bu)(bu)(bu)(bu)妥當(dang)。

  二、提案受理情況

  在落實提案辦理(li)的過程中,學校工會(hui)多(duo)次召開提案工作委員會(hui)會(hui)議,及時與有關(guan)的職能部門(men)進行溝通,完成(cheng)提案處理(li)落實工作。

  64件提(ti)案涉及到教學、科研、學生(sheng)、人事、行政(zheng)教輔、生(sheng)活服務及其它等7個(ge)方面。其中“(一)制作(zuo)佩戴校(xiao)徽;(二)開設“書院(yuan)論壇”;(三)推(tui)進解決教職(zhi)工(gong)集資款;(四)進一步(bu)完善校(xiao)園無線網絡覆蓋;(五(wu))新增(zeng)校(xiao)區電瓶車、方便師生(sheng)員(yuan)工(gong)出(chu)行”等5件提(ti)案確定為2013年度學校(xiao)為教職(zhi)工(gong)辦理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)(ti)(ti)案(an)委員(yuan)會(hui)是雙代會(hui)提(ti)(ti)(ti)案(an)落實(shi)的最(zui)基(ji)本的工(gong)作組(zu)(zu)織。本著(zhu)“提(ti)(ti)(ti)醒重(zhong)視,溝(gou)通交流(liu),推動進程”的工(gong)作原則(ze),對與(yu)多部門相關的提(ti)(ti)(ti)案(an),注重(zhong)組(zu)(zu)織協調;對常規提(ti)(ti)(ti)案(an),逐一跟蹤(zong)檢(jian)查。一年(nian)來,在(zai)校(xiao)分管領導的指導、各部門支持、以及全體委員(yuan)和校(xiao)工(gong)會(hui)共(gong)同努力下,較好地(di)履行了職責(ze),順利(li)地(di)完成(cheng)了工(gong)作任務。

  1.做好提案宣(xuan)傳工(gong)作,使廣大教職工(gong)和(he)雙代(dai)(dai)會代(dai)(dai)表(biao)加(jia)深對提案價值(zhi)的認識:即(ji)提案是(shi)雙代(dai)(dai)會廣泛聯系群眾、集中群眾智慧(hui)、吸引教職工(gong)參與學校民主管理和(he)民主監督的一個重要途(tu)徑。

  2.保證提(ti)案調(diao)研(yan)時間。嚴格(ge)執(zhi)行雙(shuang)代會相關規定,督(du)促(cu)代表樹立(li)群(qun)眾意識,平(ping)時注(zhu)意群(qun)眾反映,為提(ti)案準備信息資源,及(ji)時反映教(jiao)職工的意見和(he)建議。

  3.準確把握提(ti)案(an)的(de)立(li)案(an)。凡是(shi)按要(yao)求(qiu)提(ti)交的(de)提(ti)案(an)表,原則(ze)上都予以(yi)立(li)案(an)。對于沒(mei)有(you)立(li)案(an)的(de)提(ti)案(an),即使(shi)是(shi)個案(an)或建議,本著(zhu)實事求(qiu)是(shi)的(de)態度認真對待和處理。

  4.不(bu)(bu)斷(duan)提高提案(an)辦理的質量。一(yi)是(shi)規范提案(an)辦理的程序(xu);二(er)是(shi)加大督辦的力度,跟蹤落(luo)實,確(que)保能解(jie)決(jue)的問題(ti)及時解(jie)決(jue)。一(yi)些因客觀原因一(yi)時做(zuo)(zuo)不(bu)(bu)到(dao)的,則(ze)做(zuo)(zuo)好解(jie)釋工(gong)作,真(zhen)正做(zuo)(zuo)到(dao)案(an)案(an)有(you)回音,件件有(you)交待。

  5.推動(dong)承辦(ban)(ban)(ban)單位(wei)實(shi)施“一(yi)把手(shou)”工(gong)程(cheng),確保交出(chu)滿意“答卷(juan)”。在提案(an)(an)辦(ban)(ban)(ban)理過程(cheng)中,絕(jue)大多數(shu)承辦(ban)(ban)(ban)單位(wei)一(yi)把手(shou)親自(zi)負責,親自(zi)過問,從嚴要求(qiu)、從快辦(ban)(ban)(ban)理,表現出(chu)對學校事業高(gao)度負責的(de)態度。人(ren)事處(chu)(chu)承辦(ban)(ban)(ban)提案(an)(an)14件、意見和建(jian)議(yi)5個;后(hou)勤基建(jian)處(chu)(chu)承辦(ban)(ban)(ban)提案(an)(an)11件、意見和建(jian)議(yi)12個。此類(lei)提案(an)(an)大多是民生(sheng)話題,直(zhi)接(jie)關(guan)系到師(shi)生(sheng)員工(gong)的(de)切(qie)身利益。在接(jie)到提案(an)(an)后(hou),兩(liang)個部(bu)門(men)負責人(ren)分別帶領有關(guan)人(ren)員,認(ren)真(zhen)分析(xi)原因,限時辦(ban)(ban)(ban)理,并加強與提案(an)(an)人(ren)溝(gou)通,爭取提案(an)(an)人(ren)的(de)理解和支(zhi)持。

  至2013年(nian)底,在(zai)各承(cheng)辦部(bu)門的(de)(de)(de)大(da)力支(zhi)持和配合(he)(he)下,已全部(bu)答復提案人(ren)。承(cheng)諾為(wei)教(jiao)職員工(gong)辦的(de)(de)(de)年(nian)度5件實(shi)事中(zhong),書(shu)院(yuan)論(lun)壇(tan)開始運作(zuo);電瓶車新增了3輛;校(xiao)徽在(zai)進(jin)一(yi)(yi)步(bu)的(de)(de)(de)改進(jin);校(xiao)園無線網(wang)絡在(zai)進(jin)一(yi)(yi)步(bu)的(de)(de)(de)完善;教(jiao)職工(gong)集資款這(zhe)一(yi)(yi)歷(li)史遺留問題正在(zai)處理中(zhong),學校(xiao)一(yi)(yi)如既(ji)往積(ji)極與(yu)上海思(si)博職業技術(shu)學院(yuan)聯系,責成校(xiao)內有關(guan)公(gong)司按公(gong)司法合(he)(he)法、合(he)(he)理、合(he)(he)情地(di)予以(yi)解(jie)決(jue)。3月20日,上海思(si)博職業技術(shu)學院(yuan)黨(dang)政主(zhu)要領導(dao)帶隊來校(xiao)尋求解(jie)決(jue)途徑。我們將繼續跟蹤推進(jin),確保教(jiao)職工(gong)的(de)(de)(de)合(he)(he)法權益。

  綜上所述,上次會議64件(jian)提(ti)案中,不宜采(cai)用和難以(yi)落實的(de)共10項(xiang),占15.6%;其余(yu)54件(jian),已經落實和正在落實的(de)48件(jian),占75.0%;還(huan)有(you)正在論證,經過努力可以(yi)完成的(de)6件(jian),占9.4%。

  提(ti)案委員會向提(ti)案人發出《提(ti)案反饋意(yi)見(jian)評價表》,對職能(neng)部門(men)承(cheng)辦的(de)64個提(ti)案給出“滿意(yi)”、“不滿意(yi)”、“無所謂”的(de)評價意(yi)見(jian)。統計結果為:2個提(ti)案被評“無所謂”,5個提(ti)案被評“不滿意(yi)”,57個提(ti)案都被評為“滿意(yi)”,提(ti)案反饋意(yi)見(jian)的(de)滿意(yi)度為89.1%。

  五、存在問題和今后的打算

  提案工作(zuo)與過去(qu)相比有(you)進步,但仍然存在一些問題和(he)不足。

  1.個(ge)別提案承(cheng)辦(ban)部門對所辦(ban)理的提案重視程(cheng)度(du)不(bu)夠(gou),辦(ban)理過程(cheng)拖拉,辦(ban)理質量(liang)不(bu)高。

  2.雙代會代表提案工(gong)作(zuo)水平(ping)有待(dai)提高,特別(bie)是提案撰寫比(bi)較(jiao)集中民生(sheng)福利,而對學校發展大局關注度不夠(gou)。

  針對(dui)存在的問(wen)題,我們提(ti)(ti)出改進(jin)工作的措施(shi):(1)加強與提(ti)(ti)案(an)承辦部(bu)門溝(gou)通,提(ti)(ti)升(sheng)他們對(dui)提(ti)(ti)案(an)落實工作重要性(xing)的認識;(2)在可(ke)能的條件下,對(dui)雙代會代表進(jin)行提(ti)(ti)案(an)方面的培訓學習,提(ti)(ti)高提(ti)(ti)案(an)工作水平(ping)。

  六、總結表彰

  經(jing)工(gong)會(hui)委員(yuan)會(hui)評選,2013年度4個“優秀提案”和2個“提案承辦先進單位”分別是:

  第一,鄭永(yong)森(sen)、張臻、蘇(su)文代(dai)(dai)表提(ti)出的(de)(de)“開設‘書(shu)院(yuan)講壇’,推進書(shu)院(yuan)制改革和(he)文化育人工作”;第二(er),麻小紅、魯(lu)林華、施蓓(bei)、朱方來(lai)、鮑(bao)薇(wei)薇(wei)、邱浩、肖景(jing)文、王群、張雷(lei)代(dai)(dai)表提(ti)出的(de)(de)“公布學(xue)校(xiao)教師(shi)集資款運營狀(zhuang)態”;第三,郭剛、吳(wu)鋒、余菲、李放(fang)、尹向東、陳燕(yan)代(dai)(dai)表提(ti)出的(de)(de)“將無線網絡覆蓋整個校(xiao)區”;第四,袁述(shu)義、楊燕(yan)云、文小龍代(dai)(dai)表提(ti)出的(de)(de)“制作佩(pei)戴校(xiao)徽”。

  2013年度2個“提(ti)案承(cheng)辦先(xian)進單位(wei)”分別是(shi)人事處、后勤基建處。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)校(xiao)(xiao)《教職(zhi)工(gong)(gong)代(dai)表大(da)會(hui)工(gong)(gong)作細則》和工(gong)(gong)會(hui)的有關(guan)規定,校(xiao)(xiao)工(gong)(gong)會(hui)于(yu)今(jin)年3月(yue)初向(xiang)學(xue)校(xiao)(xiao)提交了“關(guan)于(yu)召開第(di)五屆教代(dai)會(hui)暨第(di)六屆工(gong)(gong)代(dai)會(hui)第(di)二次(ci)會(hui)議的請示”,并于(yu)3月(yue)14日得(de)到校(xiao)(xiao)黨委批復(fu),啟動大(da)會(hui)的籌備程序,給各分(fen)工(gong)(gong)會(hui)發(fa)出了向(xiang)代(dai)表征(zheng)集提案的通知(zhi)。代(dai)表們圍繞學(xue)校(xiao)(xiao)發(fa)展、人(ren)事制度改革以(yi)及教職(zhi)工(gong)(gong)所關(guan)心的問題,認真思考,深入調研,廣泛聽取意見(jian),負(fu)責任地提交每一個提案。

  截至3月25日,本次(ci)雙代會共收到99份提(ti)案(an)表(見附件2)。分為(wei)教(jiao)學(xue)、科研(yan)、學(xue)生、人事、行政(zheng)教(jiao)輔、生活服務(wu)及其(qi)它等方面。會后,提(ti)案(an)工作委員(yuan)會將本著務(wu)實革(ge)新(xin)精(jing)神,對(dui)代表們提(ti)出的(de)提(ti)案(an)進行歸類整理,認真討論研(yan)究是(shi)否(fou)立案(an),同(tong)時(shi)送(song)校(xiao)領(ling)導批示(shi),提(ti)交相關職能部門(men)落實辦理。
